Component Structures:

 Component 1:  
Institutionalising sustainable natural resource management
   


Objective: 
To institutionalise, at all levels sustainable natural resource management systems that are socially, environmentally and economically viable.

Outputs:

  • Mainstream gender and equity within community forestry and watershed management activities.
  • Support planning and management processes for the extension of community forestry information within DoF's Planning and Monitoring
  • Division focusing on its Extension and Publicity Section.
  • Establish institutional capacity at national, district and Forest User Group (FUG ) levels to enhance community-based natural resource management.
  • Strengthen Natural Resource Management (NRM) policy development and support processes for implementation.
  • Institutionalise equity and good governance in the planning, operation and management of FUGs and their sub-groups.

 

  

Component 2.
Income generation and equity
   


Objective: To develop and promote income generating activities for forest users through an action learning approach which addresses the priority concerns of the poor and marginalised.

Outputs:

  • Develop strategies to ensure equitable sharing of costs and benefits within FUGs and other community-based organizations, reflected in FUG constitutions.
  • Undertake market research and develop support mechanisms for timber and non-timber forest product marketing and enterprise development.
  • Develop FUG commercial activity management systems.
  • Develop a range of commercial FUG-based enterprises as pilot activities and support their replication.

 

  

Component 3:
Sustainable resource management
   


Objective: Through flexible community-based approaches, assist resource users to develop and adopt sustainable management systems.

Outputs:

  • Identify technical and social issues related to community forestry then propose and implement a work program.
  • Develop strategies for accelerating the preparation and approval of new and revised operational plans.
  • Develop and test systems for improved integration of community forestry and agricultural activities.
  • Support District Soil Conservation & Watershed Management to expand conservation activities within existing districts.

 

  

Component 4:
Upper slopes community based resource management
   


Objective: To strengthen community-based approaches to reduce environmental degradation and improve livelihoods in the upper slopes.

Outputs:

  • Complete baseline surveys of existing resources and their usage for selected VDCs.
  • Develop approaches to user group formation; support and test in pilot areas.
  • Agree on environmentally sound herd and flock management strategies.
  • Support local NGOs and local government in promoting livelihood activities.
  • Define, strengthen and promote forest management systems.
  • Research eco-tourism potential and support activities.

 

  

Component 5:
Effective project management
   
Objective: To manage project resources efficiently.

Outputs:

  • Prepare gender & equity strategy and guidelines for project management.
  • Establish and operate project co-ordinating committees.
  • Prepare Phase 2 work program for existing and new districts in close collaboration with key stakeholders.

• Introduce appropriate technology that can be managed locally.
• Develop linkages and networks.
 

Approaches:

 


• Interlink farming and forestry for sustainable development of rural poor.
• Institutionalise community forestry by sustainable management practices.
• Encourage active management of forest resources through income generating activities.
• Involve line agencies at all levels in project implementation.
• Address sustainable management of upland slopes and high forests.

 


Implementation Strategies

 

• Focus on Forest User Groups.
• Facilitate FUGs to identify their needs and plan their activities.
• Safeguard the interests and needs of the poor, ethnic minorities and women.
• Incorporate required policy and livelihoods plans into FUG constitutions and operation plans.
• Allocate FUG funds for livelihood improvement planning, particularly for the poor and disadvantaged.
• Build links and coordinate between FUG and VDC.
• Promote VDC level FUG networking for mutual support and exchange of resources.
• Integrate FUG/CDG annual plans with VDC plans.
• Develop FUGs as “ service providers” with appropriate skills, knowledge and capacity.
• Promote NGO and CBOs who can provide demand driven services to FUGs by supporting community development activities.
