Project Management

The security situation has
limited the geographic scope of implementation of Project activities
to date. The TAG report, while recognising the constraints of
the present conflict situation on government and Project staff
mobility, felt that the Project’s presence in relatively
accessible areas, inhabited by comparatively better-off people,
was perceived to have created more disparity as poor and needy
people in more remote areas were not being supported. The TAG
concluded that this disparity could lead to antagonism towards
the Project and government and recommended that the Project
should consider covering wider areas within the two districts,
targeting in particular the more poverty stricken and vulnerable
belts. Moreover, it was considered appropriate to mobilise local
partners such as local NGOs and CBOs, who would have better
penetration in the communities, and to focus on activities that
would contribute to peace building. However, given the abbreviated
timeframe for the Project, there is no likelihood of achieving
any satisfactory impact in new areas and the focus will be on
consolidating community-based achievements within areas already
covered.
